BOARD OF SELECTMEN’S MEETING
DECEMBER 13, 2011
Chairman Joseph Story opened the meeting at 7:00 p.m. with the pledge of allegiance to our flag. In attendance were Selectmen Story, Bear, Bulgaris, Mountain, Walker and Town Administrator Tracy Blais.
Blais advised the DPW facility was ready for an occupancy permit. Building Inspector Sam Joslin updated the Board noting that due to the generosity of local businesses and volunteers as well as donations of labor and materials we were able to complete five bays and issue a full occupancy permit for the DPW facility for one third the original estimated cost. This is a great morale booster for the workers, Sam added. Sam and all those involved were thanked by the Board. The collective bargaining vote on the Police contract was tied at 7/7, Blais noted. Mediation was suggested but tabled until after the holidays when another vote will be requested. The 2012 tax rate has been set by DOR at $11.07 per thousand. Third quarter bills will reflect this rate. The Library Board of Trustees will be re-posting their ad for a new Director on January 15th. The Central Street Bridge Railing project has been successfully bid and the contract signed. Work should be
completed by the end of June 2012.
Six one-day liquor licenses were approved for the Byfield Community Arts Center, Cat in the Cradle Coffeehouse functions on January 21st, February 18th, March 17th, April 21st, May 19th and June 16th all from 7:30 to 11 p.m., on a motion by Selectman Bulgaris, seconded by Selectman Bear and voted unanimously.
Two one-day liquor licenses were approved for Protection Fire Co. #2 for functions on December 18th from 2-5 p.m. and January 7th from 6-10 p.m., on a motion by Selectman Bear, seconded by Selectman Bulgaris and voted unanimously.
General business license renewals for 2012 were approved on a motion by Selectman Bear, seconded by Selectman Bulgaris and voted unanimously for the following:

A request from the Stormwater Committee to include an insert with tax bills, starting with the April 2012 bill, was approved on a motion by Selectman Walker, seconded by Selectman Bulgaris and voted by Bulgaris, Mountain, Story and Walker. Selectman Bear abstained from the vote as he is a member of the Committee.
A request from the American Diabetes Association’s Tour de Cure 2012 cycling event to include Newbury in their route was approved on a motion by Selectman Bear, seconded by Selectman Bulgaris and voted unanimously.
The minutes of the November 29th meeting were accepted as presented on a motion by Selectman Bear, seconded by Selectman Bulgaris and voted unanimously.
A communication from the Attorney General regarding a new regulation allowing remote participation was reviewed. Selectman Bear moved that remote participation in meetings of public bodies in the Town of Newbury be authorized in accordance with G.L. c.30A,§20(d) and 940 C.M.R. 29.10(2)(a), seconded by Selectman Walker and voted unanimously.
Warrants were signed for the Administrator Tracy Blais.
The meeting was adjourned at 7:25 p.m. on a motion by Selectman Walker, seconded by Selectman Bear and voted unanimously.
